I think I have been experiencing the same problem as Mark Carroll,
using ctwm on Fedora 22

Likewise google-chrome. I did not give it permission to be undecorated. Is
google turning into some sort of dictatorship???

I have not investigated in such detail. I have found that it sometimes gets into
a state in which I have to use my keyboard to switch to another virtual desktop
and then back again to regain control of my mouse pointer.

I have the impression this problem started a few days ago with the last version
of ctwm that I downloaded. So I've just tried going back to 3.8.2-4.1 available
as a fedora package, and the problems go away. In particular when I start up
google-chrome I now have the title bar again, and the mouse behaves normally.

Apologies for not reporting this sooner. I don't normally use google-chrome,
except for viewing family videos on google-plus (which for some reason it
handles better than firefox). But now I have confirmed this behaviour on both
my desktop PC and laptop, both running Fedora22.

Anyhow, for now, I've gone back to the older ctwm. Apart from this I had not
noticed any problems with the new version (untarred files dated 19th July).

I don't know enough to have a view on that! But the fact that there's no title
bar or ctwm frame could be the main clue.
