The explanation:
I am using Fedora 32 on a new computer. When I set it up I started from a
Fedora 31 installation on my laptop: Stonebook Mini

By the time I had got far enough to run ctwm on the new PC, I had
completely forgotten the differences between my use of ctwm on a PC and on
the laptop. On the latter I had reprogrammed several function keys, e.g. to
control volume and brightness -- and that configuration prevented those
keys from behaving normally. When I suddenly remembered, all I had to do
was copy my .ctwmrc from an older PC running fedora 29, and after that ctwm
was once again perfect!
