Full disclosure: $ ctwm --version ctwm 4.0.3-post (git:9d5cbbb9eb8d4d99772a0fc92dcdb4843d043e60) I'm not privy to neither package maintenance nor other particularities of NetBSD (I'm on Linux) and my only association with CTWM is as a humble user, so take this for what it is, but my suggestion would be to upgrade the package to 4.0.3.
