I think you'll appreciate the curl-and-python mailing list for pycurl related things, as that's where the pycurl hackers hang out. Possibly you should even consider sending the patch directly to one of the pycurl maintainers.
pycurl is being written and maintained outside of the cURL project which produces the curl tool and the libcurl library.
