Based on what I can see - there are some small changes - see the following patch: https://github.com/Microsoft/vcpkg/blob/master/ports/curl/0002_fix_uwp.patch
I did not write the port - just found it - built and tested - seems to work properly on UWP devices and passes all system API usage verification checks for a store submission.
