That's the same issue that Brian Buhrow mentioned in a message to
current-users on Oct 1 (his was about 9.99.77 but that's not likely
to be materially different from 10).
I don't think anyone has looked into it yet - the tools builds in this
area have had "issues" before.
One of you please file a PR about it, so it doesn't get forgotten.
(Most of us are no longer using -10 (or 9.99.77) as a build host,
so we don't see this.)
