The tests pass locally in tox now for me. Hopefully they do in CI now. Sorry 
for the delay on my end, had to dust off quite a few cobwebs on curtin and 
unittest internals, which is hard for a manager these days!

BTW, I've filed similar bugs for apt-setup, base-installer and debootstrap 
which also have the same problems (using apt-key, not understanding how to set 
the keys directly on the disk). In order for preseeding of Bionic to work with 
a locally signed repository and not requiring rebuilding the initrd, would 
y'all be amenable to similar changes. For ref, LP: #1754075 (which was only 
released to bionic-updates, but not bionic-security), LP: #1902368, LP: 
#1772556 (also only released to bionic-updates, but not bionic-security), LP: 
#1902607. I also ran into issues with some of the preseed strings not 
necessarily making a ton of sense in how they were implemented, that I had 
questions about, but I can clarify that in pull requests for the appropriate 
packages.

I have those changes locally and they do work, when all are made available as 
udebs to the installer, I can install using a local repository that only has 
release + security available to it.
