This pull request adds a Django server to serve as the backend of the Custos portal. See the README for quickstart instructions. Specifically, the PR - integrates the Django server build into the Dockerfile/docker-compose.yml. Nginx serves static files and proxies other requests to a Gunicorn server running Django. - integrates the webpack generated files so that they can be served by the Django server - loads critical Django settings and VUE_APP_* settings as environment variables, accessible from the settings.py module Things that still need to be done to implement #161 are - log users into the django backend.
