Assembled all airavata services into one tar.gz - `airavata-api-server` with
one shell script per server.

Other changes
* Updated `.devcontainer/Dockerfile` to get ide integration working in a
devcontainer.
* Updated dependencies to more maintained versions.
* Flattened module hierarchy for faster maven builds.
* Refined resource bundling - auto-discover which jars should get bundled
when assembling distributions.
* Make `keystore` related paths relative to `airavata.configuration.dir` by
default.
