Removes a fully self-contained, unreferenced cluster under `credential-service/util`: `NotifierBootstrap`, `EmailNotifier`, `EmailNotifierConfiguration`, `EmailNotificationMessage`, `NotificationMessage`, `CredentialStoreNotifier`, and `EmailNotifierTest`. The classes only reference each other and are reachable only from the dead `NotifierBootstrap` entry point — nothing wires them (0 external references across both repos).
