`EnsureAllocationGroup` calls `findCoPerson` without an email, so when a
member's stored COmanage ID returns 404 the email fallback can't run. The
member isn't found, and their group row is deleted silently.

PUT /compute-allocation-memberships/<membership> { "membership_status":
"ACTIVE" }
getent group <allocation group>
→ the member is no longer listed
```
This PR passes `m.Email`; the member is found and stays.
