`UpsertAssociation` creates no user record, so jobs that name no account are
rejected.

POST /slurmdb/v0.0.41/associations { "cluster": "c", "account": "eng",
"user": "alice", "partition": "compute" }
GET /slurmdb/v0.0.41/user/alice
→ { "users": [] }
srun -p compute hostname (as alice)
→ Invalid account or account/partition combination specified
```
This PR creates the missing record with the association's account as
default. `srun` without `-A` runs.
