MFC r179175:
Implement the per-open file data for the cdev.
The td_fpop member of the struct thread is appended to the end, and cleared
in the thread allocator to keep struct thread KBI-compatible on RELENG_7.
MFC r181635:
Remove unnecessary locking around pointer fetch.
