Sorry to be a nag, but this still doesn't fix the problem. If -D is essential (and I'm guessing that it's the "daemonize" option, so it would be) then it needs to be in command_args. If the user puts something else in popa3d_flags and does not include -D, it's going to hang on boot.
As it stands now, the _flags line can be removed, and 'command_args="-D"' can be added after command= (without '' of course).
