Log:
Remove the pp-fptools target (which does platform-independent
preprocessing) from the top-level Makefile, since no-one spoke in its
defence. This preprocessing is still done on source distributions by
RPM.mk, but the recipe is no longer duplicated. In ordinary builds,
all the preprocessing is handled by src/unix/hugs-package.
The changes to docs/win32-notes.txt seem plausible, but are untested.
