Not related to any recent commit, but for some reason autoreconf has
started failing on my Windows box recently. Actually it is autoheader
that fails, with this error:

autoheader: error: AC_CONFIG_HEADERS not found in configure.ac
I tried a few things: changed AC_CONFIG_HEADER to AC_CONFIG_HEADERS,
moved the AC_CONFIG_HEADER line around, changed configure.ac into a
DOS-style text file, nothing worked. Autoconf version is 2.59. Any
ideas what this might be?
