Hmmm, what will be the default when only -O is given? NCG? C? IMHO -O has the meaning "make the execution later as fast as possible" and no -O means "I don't care about execution speed". If we deviate from this, I guess we will have to explain GHC's behaviour 1000 times later... The current behaviour makes perfect sense IMHO.
