* Added and cleaned up Haddock comments in Control.Parallel.Strategies.
Many of the definitions in Control.Parallel.Strategies had missing or unclear
Haddock comments. I converted most of the existing plain code comments to
haddock comments, added some missing documentation and cleaned up the existing
Haddock mark-up.
