* src/linc-compat.c: New file, Win32 portability functions.
* src/linc-compat.h: Win32 additions, restructuring.
* src/Makefile.am (bin_PROGRAMS): Don't build linc-cleanup-sockets
on Win32, where there are no Unix domain sockets to clean up. Add
linc-compat.c
