* utils/gul-x11.h: Add methods to get the startup id,
and set the user time for a window.
* utils/gul-gui.c
* utils/gul-gui.h: Add a version of gtk_window_present()
that can specify the time of the event that caused the
window to want to present itself.

applications, and use libgnome-desktop if we are using
the gnome-vfs 2.10 API's
