Fix bug with the <Not> directive - bug #167758

Thanks to Chris Lahey for the test case.
* libmenu/entry-directories.c: (get_inverse_func): lookup
the entry using its file id rather than relative path.
* libmenu/menu-tree.c:
(process_include_rules), (process_layout): add some more
debugging.
