* goffice/utils/format.c (go_format_number): Show 0/x also when
whole==0, even if we rendered it (blank).
* goffice/utils/formats.c (go_currency_date_format_init): Match
more fraction formats.
(cell_format_is_fraction): Adjust accordingly.
