* src/orca/orca.py
Adjusted _loadUserSettings() to loadUserSettings() so that it
can be used in the Orca GUI configuration.
* src/orca/orca_gui_prefs.py
Call orca.loadUserSettings() to dynamically load the new user
settings when they click on the Apply button.
