Code and ideas for C/C++ new completion engine comes from IComplete written by

Currently the interface works only with GtkSourceView plugin.

Tagmanager can now parse a memory buffer and generate/update
tags into tm_workspace/tm_project on the fly, without using files.
C/C++ is supported now.
