* ntp-servers-list.[ch]: new files, manage NTP servers list.
* Makefile.am: add these files.
* main.c (populate_ntp_list): moved from here to ntp-servers-list.c.
Ditto with ntp_servers[].
* time-tool.[ch]: use ntp-servers-list.[ch], add back hability to
show/edit NTP servers. made OobsObjects public.
