Moved Perk registration code to Task.Tools.System for easier
documentation and reference by Perk developers
Changed where the reference to a Perk is stored from this_perk to perk
in the Task.Tools.Base
Renamed state to tier_state for storing within Tier settings
Added perk_state object; defaults to a dummy object for storing within
Perk settings by can be an AEState object to support user config and
persistence
