* doc/howto-elections.txt: finish this. It also contains the useful
information from the old election_2002.txt file.
* htmlize-membership2.py: update the explanations
* renew-mailout.pl: ditto
* list-addresses.py: add some explanations
* elections/mail-ballots.pl: ditto
* elections/resend-ballot.pl: ditto
* elections/vote-counter.py: removed
* elections/vote-counter-elections.py: added. This version of
vote-counter.py fixes some bugs and let voters vote for 0 candidates
or have duplicate votes for the same candidate. It has explanations
too.
* elections/vote-counter-referendum.py: added. This is a version of
the vote-counter.py script for referenda. It contains some
explanations on how to use it.
