* configure.ac: added AC_LIBTOOL_WIN32_DLL as a preparation for
proper builds of shared libs on win32 & there's no need to define
OS_WIN32 here...
* babl/babl-extension.c: ...if the only place where it is needed
can be handled by HAVE_DLFCN_H
