* Finished most doc in SettingsChooser.py
* Added basic settings to CliqueAudio to test SettingsChooser for
devices
* Corrected duplicate value announcement when value controls
have both text and values encoding the same information
* Corrected duplicate container announcement when containers
have labelled by relation
* Changed SettingsChooser to use multiple GTKUIEView widgets
instead of one large tree
* Moved Perk chooser list view to separate class GTKUIEView so it can
be reused for the profile configuration panes
* Added context to announcements of Perk reorder (above/below)
* Bounded raise/lower in PerkChooser to loaded Perks only
* Doc updates to PerkChooser
