Released a version 1.1.0 tarball. This is the first development
release for use with the 2.3/CVS version of GIMP.
* configure.in: Bumped required versions of glib and gtk+ to match
the versions needed by the CVS version of GIMP.
* INSTALL: Updated this file with something a bit more useful than
the standard default generic information.
