Fix bugs with no initial comment when sorting in orders other than
oldest-to-newest. Fixes #356936.
* Bugzilla/Bug.pm:
(get_reporter_info):
new function
(GetComments):
move some code out into get_reporter_info(), handle comment
ordering other than oldest-to-newest
