Move eel_make_valid_utf8 to lib/, make the replacement
character a parameter.
* rhythmdb/rhythmdb.c: (make_access_failed_error),
(rhythmdb_execute_multi_stat_info_cb),
(rhythmdb_execute_stat_info_cb), (rhythmdb_execute_load):
When constructing an error message that includes a URI, make sure the
URI is valid utf-8. Fixes #353588.
