gimp_prop_expanding_frame_new() which creates a frame with a
toggle button in the title.

* app/tools/gimprectangleoptions.c
* app/tools/gimprectangleselectoptions.c
* app/tools/gimpselectionoptions.c: use it instead of duplicating
this code all over the place.
