* template/en/default/bug/edit.html.tmpl: Move the start of the form
to be lower. Prevents some refresh issues seen with Epiphany/Firefox
under hard to reproduce circumstances.
* template/en/default/global/header.html.tmpl: Using XHTML closure
tags in <head> is not valid and will actually close the head. Advised
by validator.w3.org.
