Don't hold the event queue lock when marshalling the low-level
inotify events into QueuedEvent objects.
Added Analyzed and Dispatched flags and HoldUntil time to QueuedEvent
objects. Events are not dispatched before their HoldUntil time.
Added clean-up and analysis methods that operate on the queue before
we dispatch an event. We now pair moves in the analysis phase.
