* template/en/default/bug/comments.html.tmpl: Add UTC timezone
* bug-buddy-import.pl: Hack to make sure bug creation is in UTC.
* globals.pl: Set MySQL connection to UTC.
* buglist.cgi: Fix issue if MySQL uses UTC.
