* web/toolbar.js:
always emit itemClicked when clicked
add toggled signal to ToolRadio
don't allow you to untoggle ToolRadio
* web/widget.js:
Add the signalled object as arg 1 of connected handlers
(not onFoo handlers)
* web/whiteboard.js:
Use the toolbar. Remove old code.
