* template/en/custom/patch-status.html.tmpl:
(1) Add some basic instructions (two sentences), (2) attempt to
rearrange in the order most likely to be used by most maintainers
(I believe product/component, submitter, then patch age would be
the order of most likely to be used fields, though I'm open to
further feedback on whether I'm right; the bugsquad will probably
use product/component the least but I'm more worried about
efficiency for maintainers).
