* account.php: migrated to try_login()
* default.css: added seperator for comments
* faq.php: added support for asking questions
* admin/edit_faq.php: show approved faq's only
* admin/index.php: added link for show_submitted_faq.php
* includes/art.inc.php: linked licenses to license urls, allow users to vote
1st, log in 2nd.
* includes/comments.inc.php: DESC comments, put username in htmlentities(),
seperator for comments, allow user to comment 1st, login 2nd.
* includes/common.inc.php: made try_login(), is_logged_in() functions
* includes/config.inc.php: added license_config_link_array, which has links to
each license.
* themes:
* backgrounds:
-allow users to vote 1st, log in 2nd.
