Preload menu in the idle loop. Fix bug #164574

* menu.c: (load_submenu_to_display): new, contains code from the old
submenu_to_display()
(submenu_to_display): load the menu
(create_fake_menu): load the menu in idle loop
(create_applications_menu): ditto
