Fix for bug #307062 [http://bugzilla.gnome.org/show_bug.cgi?id=307062] - when
you run configure with no
--prefix, PAM_PREFIX ends up defined as "NONE/etc"
* configure.ac: move a block of code up to where it
belongs.
