Initial preparation for adding GNOME tour,
using translatable docbook, like the release notes.
This should not actually do anything during yet
during the normal build.
* Added www.gnome.org/tour and docbook_html_style,
based on releng/2.x/2.10rnotes/
* configure.in: Mention the new Makefile.
* www.gnome.org/Makefile.am: Mention the tour subdir.
