* shell/Plugin.py: Don't use the StateSaver here as long as the DB
cannot be shared.
* main/Starter.py (Starter.__add_display): Put new desklets into Float
mode if necessary.
* display/Window.py: Some minor improvements.
* config/StateSaver.py: Only sync data if something has changed.
