Log message:
* Filters/sk1loader.py (make_base_style): New function that
creates the base style for objects read from an sk1 file. The
code used to be at the module level, but having it in a function
makes it easier to test.
(SKLoader.base_style): Use the new function to create the base
style object.
* test_sk1_import.py (TestStyleProperties): New class with a test
whether make_base_style sets all the required properties.
