* template/en/default/bug/comments.html.tmpl: Improve layout.
* template/en/default/bug/edit.html.tmpl: Make page look like
bugzilla-new. Simplify page when user isn't logged in.
* template/en/default/bug/show.html.tmpl: Make h3 explain current
status of the bug.
