* Yarrr.php: New variable wikiIsLoggedIn.
* comment.js: Disable buttons for anonymous case, just in case.
* person.js: Force user to be anonymous if wikiIsLoggedIn == false.
This prevents weird issues when trying to save a comment but the
wiki thinks you're not logged in, so it loses.
