* autogen.sh: include the macros directory
* configure.in: ensure the macros directory is included; don;t check
for c++, fortran and java compilers; use the new cflags check
* copy-src/ccc/Makefile.am: stop using DEVEL_CFLAGS
* macros/aclocal-include.m4: macros to ensure that the correct macros
dir is included
* macros/herzi-cflags.m4: macros for cflags checking
* src/Makefile.am: stop using DEVEL_CFLAGS
