Log message:
Add config.h - this was causing libnotify not to be defined.
Also add gpm_is_on_ac () so we can jumpstart g-p-m if not running, and display
a warning if impossible. Also convert to the dynamic option comboboxes. This
allows us to choose more sane options for each combo.
