* libinotify/inotify-monitor.c: Add 'inh_state' enum. Add 'parent'
field for tracking parent directory watches. Add get/set_parent
accessor functions. Add inotify_handle_event_applicable to keep
track of current handle state and filter inappropriate events.
* libinotify/inotify-monitor.h: Add get/set_parent prototypes. Add
some temporary #defines here until we can find a better place.
* libinotify/inotify-monitor.c: Add inotify_monitor_remove_raw to just
unregister without freeing (for use internally). Better handling
for file-based monitoring but still not complete (unregistering of
file-based watches, for example is not handled at all).
