Workaround persistent tooltip for dnd. Fix bug #311935

* menu.c: (drag_begin_menu_cb): new, created only for our workaround
(drag_data_get_menu_cb): remove workaround from there
(setup_uri_drag): connect to drag_begin
(setup_internal_applet_drag): ditto
(create_menuitem): ditto
